Geflüchtete Ukrainerinnen und Ukrainer können sofort Zugang zum deutschen Arbeitsmarkt erhalten und dürfen abhängige oder selbstständige Erwerbstätigkeit ausüben. Die Ausländerbehörden sind angewiesen, bei Erteilung des Aufenthaltstitels nach §24 Aufenthaltsgesetz, eine Beschäftigungserlaubnis zu erteilen. Der Besitz dieser Fiktionsbescheinigung berechtigt zur Aufnahme einer Beschäftigung. Auch eine Selbstständigkeit ist so möglich.

Bei Praktika verhält es sich anders, diese gelten nicht als Erwerbstätigkeit und können sowohl mit Aufenthaltstitel, als auch bei visafreier Einreise (für drei Monate) aufgenommen werden.

Was das Thema Versicherung angeht, so gilt: Geflüchtete aus der Ukraine sind im selben Rahmen krankenversichert wie Asylbewerber.

We receive inquiries from both sides on the topic of work and internships: Ukrainians who have fled can immediately gain access to the German labor market and are allowed to work as employees or self-employed.

The foreigner’s authorities are instructed to issue an employment permit when issuing the residence title according to §24 of the “Residence Act” (Aufenthaltsgesetz).

The possession of this certificate (Fiktionsbescheinigung) entitles the holder to take up employment. Self-employment is also possible in this way.

Internships are different, they are not considered as employment and can be taken up with a residence title as well as with a visa-free entry (for three months).

As for insurance, refugees from Ukraine are covered by the same health insurance as asylum seekers.
